About Elizabeth Bubel
Elizabeth brings more than 15 years of experience in non-profit program management and development both nationally in the US and overseas. Elizabeth joined the American Red Cross in 2015 and has been program manager for the Red Cross Emergency app since 2020.
The Emergency app aims to empower a diverse public to prepare, respond, and recover from climate-affected hazards. It provides alerts for storms, tornadoes, floods, and more. Elizabeth believes that everyone has a right to prepare for disasters. That is why she developed a vision and strategy for the Emergency app and launched the new Emergency app in May 2022.
It is designed to serve people who speak Spanish, people with disabilities, individuals with low income, and individuals with limited literacy. The Emergency app aims to achieve Web Content Accessibility 2.2 AA Guidelines.
Users can customize the Emergency app to their needs. People can choose from more than 40 alerts issued by NOAA/USGS, accompanied by just-in-time safety information in English and Spanish; customize how they receive each alert; follow storm and weather changes with free radar maps; and track the Air Quality Index in their chosen area. The Emergency app features step-by-step guides to help users prepare. Users can easily find open Red Cross shelters with an interactive map.
Elizabeth established partnerships, endorsements, app store optimization, and arranged focused ads on Apple and Google. Her promotion efforts have resulted in:
- Growth in average active users of more than 230 percent.
- A nearly 700 percent increase in Spanish-speaking users.
- An increase in screen views of nearly 5,000 percent.
- The app currently has more than 200,000 active users.
The app and Elizabeth’s work have achieved national awards and recognition, including:
- 2023 Webby Award for Best App in Class for Public Service & Activism.
- Gold, silver, and community voice awards in Humanitarian Action for the 2024 Anthem Awards.
Elizabeth, herself, won the 2023 Dr. Charles R. Drew Memorial Diversity, Equity, and Inclusion Leadership Award. The American Red Cross gives this national award to an employee in recognition of their pioneering contributions and achievements to create and maintain a diverse, culturally competent, inclusive, and respectful environment for the Red Cross.
Earlier in her career, Elizabeth worked in international development for CRS, Catholic Relief Services, where she built micro-credit institutions in Cambodia and then East Timor, and HIV prevention and healthcare initiatives in various regions of China. She earned her Masters’ degree in International Affairs from Georgetown University, and Batchelor’s degree in History from Northwestern University, and is a certified Project Management Professional (PMP).
